BILATERAL RELATIONS

 Brief history of relations between Azerbaijan and Kazakhstan.

Diplomatic relations between the Republic of Azerbaijan and the Republic of Kazakhstan were established on August 30, 1992.

On January 9, 1993 the Embassy of the Republic of Kazakhstan in the Republic of Azerbaijan and on March 1, 2004 the Embassy of the Republic of Azerbaijan in the Republic of Kazakhstan began to function. The Consulate General of the Republic of Azerbaijan in Aktau, Kazakhstan, started its activity in 2008. 

Working Group on Inter-parliamentary relations between Azerbaijan and Kazakhstan operates in the Milli Majlis (Parliament) and plays an important role in the expansion of inter-parliamentary relations.

Close friendly relations between the two countries were strengthened by the “Declaration on friendly relations and strategic partnership between the Republic of Azerbaijan and the Republic of Kazakhstan” signed in Astana on March 1, 2004 and the “Agreement on strategic partnership and allied relations between the Republic of Azerbaijan and the Republic of Kazakhstan” signed in Baku on May 24, 2005.

Azerbaijan and Kazakhstan provide mutual support to each other within the framework of international organizations. This support contributed to Azerbaijan's candidacy for a non-permanent membership of the UN Security Council in 2012-2013 and to Kazakhstan’s candidacy for the same post in 2017-2018. Azerbaijan was one of the first countries to support the entrusting of the Expo-2017 International Exhibition to Kazakhstan. Both countries cooperate in organizations of the Cooperation Council of Turkic Speaking States, International Turkish Academy, Turkic Heritage and Culture Foundation, Turk-PA, TURKSOY. 

Two countries are doing a lot of work to strengthen regional cooperation through projects on transport, energy and other fields. Cooperation within the framework of the Trans-Caspian international transport route, favorable transit potential and logistics opportunities of our countries lead to an increase in their role in international cargo transportation. “Aktau Production and Logistics Center” built with Azerbaijani investment in the special zone of the Aktau sea port plays an important role in the growth of economic and commercial relations between the two countries. 

Azerbaijan and Kazakhstan have established extensive cooperation in the humanitarian sphere. Currently, 5 Centers for studying the history and culture of Azerbaijan run in Kazakhstan. These are “Center for the study of history and culture of the Republic of Azerbaijan”, which operates at the Caspian State University of Technologies and Engineering named after Sh. Y.Yessenov located in the city of Aktau, "Center for the study of history and cultural heritage of Azerbaijan" at the Atyrau State University, Azerbaijan corner at Kazakh-Turkish university named after Khoja Akhmet Yassawi, Azerbaijan History and Culture Center at Kazakh National University named after Al-Farabi located in Almaty, and National Leader Heydar Aliyev room created at the Eurasian National University named after Lev Gumilyov in the city of Nur-Sultan.

On May 2, 2017 during the visit of Mr. K. Jumabayev, the Executive Director of the Foundation of the First President of Kazakhstan– Leader of the Nation, Memorandum of cooperation was signed between the above-mentioned foundation and the Heydar Aliyev Foundation.

On May 16, 2018, the presentation of “Идущий впереди” book in Kazakh language, preface of which was written by the President of Kazakhstan H.E. Mr. Nursultan Nazarbayev and which talks about the life and work of national leader Heydar Aliyev, was held in Astana.  On June 13 within the framework of the visit of the delegation headed by Mr. Mahmud Kasimbekov, the chief of the Chancellery of the President of the Republic of Kazakhstan to Baku, the book was also presented at the Heydar Aliyev Center.

Products exported to Kazakhstan: Vehicles and their parts (mainly passenger cars), sugar, plastics, ferrous metal products (mainly pipes), electrical equipment and parts, mechanical devices and parts, fruits (mainly nuts), bags and packages for packaging, optical, medical, photographic and precision instruments

Joint Intergovernmental Commission

In 1999 Joint Intergovernmental Commission on Economic and Trade Cooperation between the Republic of Azerbaijan and the Republic of Kazakhstan was established.

The number of meetings held by the commission – is 20.

 

The last meeting was held on March 5, 2024, in Astana.

            At the meeting, the issues of cooperation in the fields, such as trade and economic, energy, transport, logistics, industry, agriculture, information technologies, science and education, culture, youth policy, tourism, sports, ecology and environment were reviewed. Likewise, other topics of mutual interest, like creation of the Azerbaijan-Kazakhstan Investment Fund, organization of joint production in industrial and technological parks, cooperation in the shipbuilding sector, participation of Kazakh companies in the projects in the liberated territories, expansion of cooperation in the oil and gas sector, as well as increase of cargo transportation through the Middle Corridor were considered and relevant decisions were taken.

The Business Council also contributes to the expansion of economic cooperation between the two countries. So far, two meetings of the Azerbaijan-Kazakhstan Business Council have been held, on August 24, 2022 and March 11, 2024. The Council plays an important role in strengthening and diversifying economic-trade partnership, including the direct contacts between the businessmen.
