BILATERAL RELATIONS

 Brief history of relations between Azerbaijan and Kazakhstan.

The two countries established diplomatic relations on August 30, 1992. The Embassy of the Republic of Kazakhstan to the Republic of Azerbaijan and the   Embassy of the Republic of Azerbaijan to the Republic of Kazakhstan were established on January 9, 1993 and on March 1, 2004, respectively. Currently, the Extraordinary and Plenipotentiary Ambassador of the Republic of Azerbaijan to Kazakhstan is Mr. Zakir Hashimov. Azerbaijani Consulate General in Aktau started operating on September 6, 2008.  Currently, Consul General of the Republic of Azerbaijan in Aktau is Mr. Rashad Mammadov. Ambassador of the Republic of Kazakhstan to Azerbaijan is Mr. Isabayev Beybit.

Contractual-legal basis:

Over 100 documents were signed between the Republic of Azerbaijan and the Republic of Kazakhstan.

High level visits and meetings:

Heads of States:

August 14-16, 2013 - The President of the Republic of Kazakhstan Nursultan Nazarbayev paid a working visit to Azerbaijan (3rd Summit of the Cooperation Council of Turkic Speaking States).

June 4, 2014 – The bilateral meeting between the President of the Republic of Kazakhstan Nursultan Nazarbayev and the President of the Republic of Azerbaijan Ilham Aliyev who was in Bodrum to participate at the 4th Summit of the Cooperation Council of Turkic-speaking countries, was held.

September  29, 2014 - The bilateral meeting between the President of the Republic of Kazakhstan Nursultan Nazarbayev and the President of the Republic of Azerbaijan Ilham Aliyev during 4th Summit of Caspian States in Astrakhan.

 September 11, 2015 – The bilateral meeting was held between the President of the Republic of Kazakhstan Nursultan Nazarbayev and the President of the Republic of Azerbaijan Ilham Aliyev who was in Astana to participate at the 5th Summit of the Cooperation Council of Turkic-speaking countries.

October 16, 2015– the President of the Republic of Azerbaijan Ilham Aliyev paid a working visit to Kazakhstan (meeting of the heads of states of CİS member states)

Ministers of Foreign Affairs:

August 14-16, 2013 - The Minister of Foreign Affairs of the Republic of Kazakhstan Erlan İdrisov paid a working visit to Azerbaijan (3rd Summit of the Cooperation Council of Turkic Speaking States).

September 10-11, 2015 – The Minister of Foreign Affairs of the Republic Azerbaijan Elmar Mammadyarov paid a working visit to Kazakhstan (within the 5th Summit of the Cooperation Council of Turkic-speaking countries).

October 16, 2015 - Azerbaijani Foreign Minister Elmar Mammadyarov paid a working visit to Kazakhstan (within the meeting of the heads of states of CİS member states). 

Inter-parliamentary relations:

February 19-22, 2014 – Head of the Assembly of the Republic of Kazakhstan Nurlan Niqmatulin paid an official visit to the Republic of Azerbaijan.

June 13, 2014 – Head of the Assembly of the Republic of Kazakhstan Kabibulla Djakubov paid a working visit to the Republic of Azerbaijan. (To participate at the fifth meeting of the Parliamentary Assembly of Turkic-speaking Countries) Within the framework of the visit bilateral meeting between the Head of the National Assembly of the Republic of Azerbaijan and the Head of the Assembly of the Republic of Kazakhstan Kabibulla Djakupov).

The head of Azerbaijan-Kazakhstan inter-parliamentary working group operating under the National Assembly of the Republic of Azerbaijan is Farhad Garibov. The head of the group for cooperation with Azerbaijan operating under the Assembly of the Republic of Kazakhstan is Zaqipa Balieva.

Economic cooperation:

Brotherly relations between our people, huge resource of two countries, sea borders, Azerbaijani diaspora living in Kazakhstan, geostrategic position of our states on the historical “SILK WAY” are main driving forces stipulating further developments of our economic relations. Energy, transport, construction, agriculture, communications, tourism are main priority directions of bilateral cooperation. Joint Intergovernmental Commission on economic cooperation between Azerbaijan and Kazakhstan, the 11th meeting of which was held in 2014, is successfully operating.

Necessary measures are taken to better utilize the opportunity driven from the passage of shortest East-West transport corridor through the territories of our states. Currently energy and other goods produced in Kazakhstan carried to Europe by different means of transport through Azerbaijan. New International Port of Baku, after commissioning of Baku-Tbilisi-Qars railway, as well as development of transport infrastructure in Kazakhstan will serve further development of cooperation on this field and increase importance of our countries as transit corridor.

Azerbaijan is one of the main importers of grain which is leading agricultural product of Kazakhstan. Meanwhile export form Azerbaijan plays significant role in food security of the western regions of Kazakhstan. We are working together to reach our trade turnover to the potential level. Joint Grain terminal in Baku and Aktau logistics center built by investment of Azerbaijan are successful examples for such project.

Today, there is a fairly well-developed legal framework between Azerbaijan and Kazakhstan in the field of economic relations, more than 20 agreements signed on investment protection, avoidance of double taxation and a host of other contracts that have a positive impact on the development of trade relations.

There are about 300 Azerbaijan companies currently operating in Kazakhstan

Other areas of cooperation:

Different projects are implemented both bilaterally and within the framework of the international organizations for strengthening of cultural and humanitarian relations and cooperation in these fields intensively developing day by day.

Common religious, spiritual, moral and cultural values have always united our peoples and created conditions for friendly, mutual assistance.  “Kitabi- Dede Korkut”, “Koroglu” eposes are equally valuable both for the Kazakhs and the Azerbaijanis. Independence of both states opened broad opportunities for intensifying these relations.  

On May 11, 2010 Gumilev Eurasian National University opened a cabinet in honor of the Nationwide leader of Azerbaijani people Heydar Aliyev, where different events dedicated to Azerbaijan reality are held. On May 13, 2011 the Abay Center of Kazakh language, history and culture within the Baku State University held its official opening ceremony.  On March 29 - April 3, 2012 Baku conducted the days of Kazakhstan’ films. On June 6-9, 2012 Almaty and Astana hosted the days of Azerbaijan’s culture. On November 18-21, 2012 Baku celebrated the days of Kazakhstan’s culture.

         Currently activity of organizations such as International Turkish Academy and Turksoy play important role in investigating our heritage. Organization of symposia, conferences, cultural events with participation of scientists and representatives of art serve further rapprochement of our peoples
